The Behavioral and Physical Health and Aging Services Administration (BPHASA), Bureau of Aging, Community Living, and Supports (ACLS Bureau) has collaborated with the Michigan Area Agencies on Aging (AAA) and nutrition program stakeholders to develop a revised Congregate Meals Operating Standard for Service Programs draft.
The purpose of this revised draft is to align state policy with federal regulations, which specify that carry-out meals consumed at home without congregating are not allowed under the Congregate service, and instead are a part of Home-Delivered services. That said, this C-3 Congregate Meals Operating Standard has been revised to remove takeout meals, second meals, and weekend meals without congregating and provides updated guidance pertaining to off-site congregate meals.
To establish a meaningful, effective policy, public input is needed. By April 13, 2023, please review and provide feedback and on the Congregate Meals Operating Standard for Service Programs: C-3 Congregate Meals (michigan.gov).
